First thing I have to say is 125 is quite low for compression. This might be a contributing factor.

This may sound silly but pull the starter and check the armature and brushes.

I have had a couple now that would turn over fine, with a blue spark present but wouldn't start. Over the years the brushes get burnt and then won't turn the motor over fast enough to start it.

File the brushes flat. Put the armature into a lathe and draw a file over the contact area to clean it up. If you don't have access to a lathe then a drill clamped into a vise will do the same thing.

Before installing the starter run it on the bench to seat the brushes.
