I've been riding my 89 since I bought it in 92 and never had anything like that happen.
Nobody I have talked to have either.
I would suggest that you start with checking your ground leads from the battery to the block, and the block to the e-box.
It could also be a wire on the stop start switch has been pinched or worn through and is energizing the handlebars???
It sounds like a simple fix.
