Default Milky Substance in Engine

Gang, I'm new here and need your help. I have a 2000 Ultra 150 in which I had not started in over a year. I went to start the engine and it would not turn over. I pulled all three plugs and they were wet. I left the plugs out and tried to start it again. A white, milky substance was present. I tried to pump the water out via starting the engine and water would continue to come out.
I placed the three plugs in back in and it would not start. Removed them and the plugs were wet again, and the milky substance was back.

Could the milky substance be a mixture of: gas, oil, & water? How is the water getting into the engine? Should I replace the upper and lower head gaskets?
