Well, There are no reeds in a piston port engine.

if it's getting good spark, fuel, compression, and it's timed right then it should start and run with no problem. There are a ton of things that could be keeping it from running...

too rich of fuel on the low speed needle flooding it out.

weak spark, not hot enough to ignite the compression.

Bad crank seals causing a case leak.

Bad fuel pump on the carb.

I really need to know a lot more about your setup to narrow it down, can you post a picture of your engine compartment and your carb(s)?

I do not have one yet however I know a gal that is selling two 550 kawis on a double trailer for $750. If I have not found a better deal (on a superjet or an X2) than that by this comming winter then I will purchase them. Any ideas on what kind of mods to do, I am thinking: Blowsion Kickers, a Pipe and maybe an Solas Impellar? any suggestions?

#2 ride plate/intake grate
#3 turn plate
#4 exhaust Mani and full or half pipe

Complete newbie question but what is the difference between the turn plate and ride plate? The ride plate is the same thing as the intake grate I assume, so what is the turn plate?

The turn plate is what the handle bars mount to, and usually an aftermarket one will allow you to turn quicker than the stock one. A ride plate is the plate on the bottom of the ski in the back it is behind the intake grate.
