Question 2000 kawasaki ultra 150 throttle problem

I have a 2000 ultra 150 that starts right up but as soon as it starts it goes to full throttle with out touching anything, the throttle lever seems to have the same tension in it as when it ran fine. I need some possibilities that could be wrong before I get suckered in at the dealer. And I dont want to spend $1100 on some new carbs if I dont need them. Any help on how to fix this problem would be great, I'm sure I'm not the only person who had this problem.

Wondering if its just a stuck throttle or siezed carbs......any takers on this topic
