Default 2000 waverunner bogs down under load

2000 yamaha waverunner gp1200r bogs down when under load. when i have the ski out of the water or even when its in the water but up against a stop so it cannot go any where and there is no drag created the ski will rev up fine but as soon as you take into open water it revs up for a second then bogs down to 5000rpm and stays steady at that. i have taken the obvious first steps (fuel filter, plugs, wires) but am wondering where to go next. it also started acting up when trying to keep running, and now a lot of the time when trying to go from stopped to full acceleration it will die. you have to baby it along and if you can get it to go 5000 rpm is max. thank you for reading and any help would be greatly appreciated. i was thinking maybe fuel pump so if someone can tell me what kind of pressure i should be getting that would be great.

Start with a compression test. You need 115-120 PSI. If that is good you most likely need a carb rebuild.
