Default 99 Yamaha 1200 XL reverse problem

I just bought a 1200 XL and I am having problems with reverse. At first I couldn't get it to go into reverse, but I fond that it was missing the bolt on one side of the reverse hood. I fixed that and can get it into reverse. The new problem is that when I am running, the lever keeps coming up. Not enough to engage reverse but about half way. I also can't get it out of reverse without shutting down. Any help would be greatly appreciated-

Have you checked to see if you have lost the springs on the bucket that pull it back up? They can come loose, get stretched, etc..

I checked the parts diagram and it doesn't look like the 1200 xl has return springs for reverse. I will check my ski but any other thoughts?
