Default '96 Yamaha WaveRaider Carb & Gas

My WaveRaider has been in storage for the past 4 yrs. Due to a family emergency 4 yrs ago, I was not able to winterize it and now I want to get it up, running and on the water again.
The gas tank was stored half full. I am curious if I should just replace the battery and plugs and see if it fires? Or should I fill the gas tank mixing new with the old and replace plugs. Or should I be concerned about the carb being rebuilt because gas has been sitting in it for 4 yrs?
My biggest concern is spending $300 - $700 on a watercraft that does not have much value for resale.
Any advice would be greatly appreciated.

Update: New Batt, new plugs..... started right up after 4 yrs. of storage!
