Default ZXI 1100 fuel problem

I have a 2002 ZXI 1100 I replaced the float needles but the engine keeps filling up with fuel. I remove the plugs and crank the engine and fuel shoots from the plug holes like a fountain any ideas on what could cause this to happen.

Bad reeds or leaking needle seat
Is it all cylinders?

When I crank it without the plugs fuel comes from all three cylinders
I did notice after I ran it for a minute and took the plugs out the most forward plug was very hot compared to the others. I purchased the needle kit for all carbs that included the needle, seat, screen, and O ring. Thanks for your input this has been driving me nuts.

If this problem developed. After you rebuilt carbs, make sure fuel lines are on correct. Retrace what you did. Check pop off pressure on each Carb. If this probably was pre existing, check. Spark.

This problem started before I changed the float needles as far as the spark I'll check that next. I had the ski out one day was working fine then it started to run rough at low speed but ran better at WOT I took it back to the dock and put it back on the float dock and checked the plugs but all seemed fine took it out again and same thing so I rode it to the ramp to get it on the trailer to take home that's when I took the plugs out and cranked it and it was like a garden hose wide open from each cylinder. Sorry i forgot to ask what is the pop off on the carb never heard of it and where is it!
