Default Oil in flywheel case JS550

My starter on my JS550 went out the other day. So I got a new starter pulled the old and noticed the starter was kind of wet with oil. So I pulled the timing plug from the flywheel cover and could see it was kind of wet inside there. Isn't it suppose to be dry? Does this mean my front crankcase seals are going out?
