Default 1995 Kaw. ST 750 Sport Tourer engine mis

1995 low hour Three Seater Jet Ski owned since new has been unused for two seasons. Not sure if fuel was stabilized but think so (old fuel had green tint. Engine started fine.
Idles fine but seems to mis at higher RPMs like a rev-limiter acts on a engine. I cleaned the fuel system with new fuel and added Berryman B-12 and Seafoam to fuel. Poured both products into the carburetor as well. There is no lag in throttle response after doing the cleaning. New plugs gapped to .030". Engine seems to bog down from an electrical issue like it's grounding out. Oil injection appears to be working properly. Please help!

Maybe over half of the RPM's it does this. Son said it was hard to get on plane. Does this help?
