Question STX1100 fouling plugs

I have a 96 STX 1100 that sat for almost 2 years. it starts and runs great for a while but eventually develops a bog and then starts badly misfiring as the plugs begin to foul. It only takes about an hour before it will no longer rev at all. A set of new plugs will make it run perfectly again for a while.

I have also noticed that the elctronic gauge for the oil level is always showing full? I have disassembled the carbs and everything is clean. This PWC has always ran prefectly in the past. I am wondering if the oil injection could be making the mixture too rich? Could this have anything to do with the level always showing full?

Any suggestions?
