Angry Ultra 150 Rpm Problem

I Have A 2000 Ultra 150 With A Fairly New Engine. All 3 Cylinders Have About 122 Psi Of Compression. I Have Broke The Engine In Correctly. But I Cant Seem To Get Pass 5800 Rpms In The Water , Giving Me A Top Speed Of 52 Mph And I Know It Should Do Around 65. Now When I Put The Garden Hose On It At Home To Do The Checks That I Can I Can Get It To Well Above 7000 . The Tps Is New . Could It Be A Igniter Problem Or Could It Be A Jet Pump Problem. Summer Is Almost Gone And I Still Havent Got To See What My Ultra Can Do. Someone Please Help Me, Pleaset
