Default 96 750ZXI Temp/Oil Warning Lights Question

Are the warning lights supposed to blink on and off when you first turn the ignition on??? My 96 1100ZXI lights blink on/off initially, but my 750ZXI don't. How do I test my warning lights?

I did a number on the 750ZXI engine last summer when the water inlet hose popped off and the engine overheated - no water temp light came on, although I believe you actually may need water flowing through the system for the sensor to trigger.
