Default Fuel gauge issue - 900 STX

I just picked up a 2000 900 STX this past weekend and I noticed the fuel gauge is always stuck at 3 bars. I read that the floats may be stuck, or possible the switch is bad. How do I remove this from the fuel tank? It looks pretty tight so I'm wondering if the tank has to be removed first? Is there an easy way to test the switch? The part number is 207010. Thanks
