Pull the starter and carefully take it apart.
Once you have the armature removed look at the contact area where the brushes contact. Chances are this area is burnt, and the brushes aren't making good contact with the copper. Place the armature into a lathe and at a low speed draw a file over this area until its back to a clean copper finish. Re assemble the starter. Run the starter on the bench for a couple of minutes so the brushes will re-seat onto the clean contact area.
Re-install the starter and give it a shot.
