Default Keihin 28 & 650SX Question

I have a 1989 650sx that runs way to rich, in order to be able to ride it at all both adjustment screws have to be bottomed out and it is still obviously to rich. I just bought it so i took the carb apart to check the jetting and it has stock jets in it which should be close (all it has is a pipe). Has anyone had a similar issue? The fuel lines are all clear.

perhaps the last time it was rebuilt, somebody put the wrong pop-off spring in. the rebuild kits come with 3 different springs if the wrong one is put in, it could be dumping fuel
