Default '03 MSX 140 starts, but no throttle response

Looking for a few ideas - Some noob used my boat as a launch ramp; replaced entire steering system and minor body repairs with a neighbor. No problems for two years. Now suddenly, when I start it the red light starts flashing and it will not go any faster than an idle. Throttle linkage appears to be intact; I can see the cable moving.

When it happened, I don't recall if there was an engine error code or not. For lack of better ideas, I suspect the EMM module. I had filled her with premium unleaded just prior to it not running as expected. When I give it throttle, the exhaust note sounds a little "fatter", but the rpm's don't go up at all. Are current problems related to the original crash? I don't think so, but mention it in case it has bearing on this issue.
