I have a 1994 SL650. On the trailer it will run great. It will rev up well. I dont run it for long because it will overheat, but as soon as it sets in the water, it will bog out. The last owner rebuilt the carbs and fixed some wiring and on the test run, he said it ran awesom until he realized that he forgot to put the drain plug in. He was able to get it on the lift and builge out the water, but it has ran terrible in the water since. What could be going on here?

A little more details on what I call it bogging out: Out of the water, it will rev up and sounds like revving up a dirt bike. Put it in the water and it will just make a muffled hum and you can tell it is under a load. It will go about 3 mph or so and will not go any faster at all. If you let off the throttle, it will studder and shut off.
