Default 1995 Seadoo XP won't start

Well, I'm at a loss. My 1995 Seadoo XP won't start. Here is what I have tried.

1. My battery is good and when I take a Voltage reading at the positve side of the solenoid I get 12v.

2. Check my start button and it works fine. Once I press the button nothing happens.

3.I then tried taking a voltage reading on the other side of the solenoid(going to the starter) and without the start button pressed I get 12V. Then, when I press the start/stop button I lose all voltage.

4. I then proceeded to check the solenoid and it works fine. With 12v applied it switches. Next I check my starter and when applying 12V directly to the starter bypassing the solenoid, it turns the motor over.

I'm lost. Why would I get a total voltage drop of loss when the solenoid is activated? Also, when taking a continuity test from the positive terminal going to the stater and the ground in the MPEM I get a short or zero resistance. Does this seem right?

sounds like bad relay or ground
