Question 93 Explorer Overheating?

I recently purchased a 93 Seadoo Explorer and rebuilt the jet drive. It starts and runs well but the overheating alarm sounds at idle and all the way up through about 2/3 throttle. Above 2/3 throttle the buzzing stops until the throttle is released again.

There is abundant water pressure exiting the cooling loop as seen by the ten foot streams of water exiting the stern. The water exiting is about as hot as a standard tap. Is this really overheating or does the temperature sensor need to be replaced?
