Default Carb tuning basics?

I have a 1995 Sea-Doo XP w/717 engine… This may seem pretty basic, but I want to make sure I get it right!

Manufacture specs show that the high is 0 and low is 1 ¾. Does that mean the needle is turned all the way in and then out 1 ¾ turns for the low and left all the way in for the high?
