Default 1999 GSX Limited flooding at idle

I am new to this site and have 2 1999 GSX limited skies. I just had the carbs off of both of them and replaced the fuel filters that were plugged badly and would die under full power. Now 1 ski runs great and the other one acts like it is flooding from idle to about 3000 rpm. After that it runs great and tops out @ 6500 rpm. So long as you keep the rpm above 4000 it runs great and has awsome power. Does anyone have any ideas what I should do?

As long as that wasnt a prior issue I would go back through the carb on the ski and double check everything. It could be something as simple as not setting the high or low speed jet to the right setting. Im no expert but have messed with carbs with quite awhile and know that the littlest thing will make them act up. Hope this helps!
