Default 1995 SeaDoo XP Carb Removal

I've been having similar problems as several threads noted. Starts/runs fine out of the water but once in the water idles but will not accelerate. So have tried to remove the carbs to rebuild them, However I’ve only been able to remove one of four bolts that seem to hold the carbs in place. But I’m scared to put any more pressure on the other three bolts because they might break.

Questions:

1. Any suggestions on how to remove the other three bolts without breaking them?
2. What if i removed all the fuel lines from the carbs and sprayed carb cleaner to loosen/remove debris would this work without damaging anything?

The carb has to come out. You may try to soak the bolts every few hours with PBLASTER, but it may not help. Heat often works, just be careful how you heat. Empty all nearby fuel and be sure you dont have any in the bottom of the hull. Protect anything that may be a problem with a heat sheild. Flames and explosive gas vapors arent a good situation in what may be doing. A heat gun is you best bet. In any case, they have to come out. Broken or not, you may have to deal with the broken bolts after you get it out. Using carb cleaner is not going to help.
