Default 657 starter problem?

i drained the battery early last week while i had it out on the river, i recharged the battery (for about 12hrs, until the charger said it was 1/2) and took it out again later in the week and drained the battery again, recharged it till full and its not cranking.

i tried hooking up my car battery with jumper cables and same thing, all i get is the noise of the relay from the electronics box.

im hesitant to believe that the starer has gone out because up until this point it has started with relative ease, is there anything in the electrical wiring that i could check, possibly a blown fuse, bad relay or loose connection?

well im getting positive voltage (same as battery 12.4v) from the solenoid, so i guess its the starter.

would hooking up a car battery with jumper cables suffice to turn it over?
or should i still be questioning the battery, it do go from 13+ volts a few days ago to 12.4 now.
