Unhappy 1999 tigershark 1100 problems please help

i just got a 99 tigershark 1100 for a good price. it wont start. i push the start button and all it does is a kinda of a buzzing sound. i took out the starter and checked it and it works fine, and i stuck my finger inside of where the starter should go, and i turn the gear the starter should turn, and it turns freeely both ways, shouldnt this be stiff in at least one direction to be able to turn the flywheel? i thnk i found the problem, but havnt opened her up yet , wanted to know if u guys had any input on this as this is my first jetski ever. thanks in advance.

Where is the buzzing noise coming from? Are you sure you are not hearing the bilge pump coming on? On my 97 1000 Monte Carlo the bilge pump comes on when you crank/while the machine is running.To me that would mean the starter is not engaging.I would start with the start relay wherever that is located.On my machine,this is located in the waterproof electrical box.If the relay is not activating then the starter won't engage.

I believe this was posted before you knew the motor was locked up right? You should be really close to getting it running now!
