Default Prospective 99 TSR owner

Hello all. I'm new to the forum, but not new to the PWC world.
Cutting to the chase
I'm looking at a 99 TSR1100 this weekend that is in need of some work. The current owner says the crank will not spin more than a few inches. He used it a handful of times, then moved across the country and did not touch it for 18 months. He has since returned and has attempted to get it running. He's had the heads off and says everything is clean. He isn't sure what's wrong and doesn't have the time/patience to work on it. It looks like a really clean ski, but I'm a little reluctant to get into it as Artic Cat is longer producing 'Sharks and I'm sure the parts will be hard to find.
My questions are: Is this a common problem with this year/displacement? Are there any other gremlins I should be aware of? What can I expect performance wise from it? My current ski is a 96 Sea Doo GTi. Thanks in advance.
