Default 91 Waverunner 500 motor will not turn over
Motor will turn over without plugs installed. It will not turn over with them installed. Is there some sort of value or timing mechanism in the exhaust section that might be broken?

Your Starter Is Gone It Will Turn Over With Out Plugs Because There Is No Load On Starter When The Plugs Are Out

Yep, starter motor is probably weak. Battery could be bad too. No valves to worry about timing issues.

clean battery conections first
charge battery up
