Default 89 JS550 timing

Does anybody know if it is possible to static (not running) time the spark timing on a JS550? If so how? if not is there a good starting spot for the stator assembly to be at? I have the shop manuel but it seems to lack on this subject a little.
I have recently done a full fuel system cleaning, cleaned and re-sealed the carb, installed a new air cleaner. It starts but doesn't idle well, and the bigger problem is the shift from low to high rpm it bogs down before revving up. i have adjusted the fuel jets and it still is giving me a hard time. any insight would be helpful.
