Default 89 yamaha WR650 flooding issues

I've got an 89 Waverunner that ran flawlessly (3 and a half seasons) and just all of a sudden it wouldn't start. It just instantly floods out. I've drained the fuel system, changed filter, checked the pickups in the tank, had the carb rebuilt etc.. and it still floods, as if the choke was stuck (it isn't) . If I shoot some starting fluid in the carb it will run on that but that is it.
The only thing I haven't checked is the reeds. I had a snowmobile that acted like this and it ended up having a broken reed.
Any opinions or ideas ? Also any sources for the reeds and gaskets ?
