Unhappy js550 runs but will not hit any high rpms

so i bought this 88 js550. it had been sitting for over a year so i cleaned the carb, gastank and put fresh fuel in. i brought it to the lake and got it running but it will not even go fast enough to get on a good plane. Seems like the RPMs just arent there to get the ski going. i have set the needles on the carb back to factory and tried running leaner and richer and everywhere in between. any ideas on what i should do or check to get my ski running the way it should? I have ordered a carb rebuild kit and im going to see if that helps. any other suggestions would be great.
Ski has a coffman exhaust, and oceanpro intake.

What is your compresión in your cylinders?

You should check which needle seat you have as well as the jets.

Do you know which carb you have?

i am getting a compression checker tomorrow to check that, i just rebuilt the carb on it and set the needles back to factory settings. havent had any time to get it in the water to see if that made a difference. as far as i know, i have the stock needle seat and jets in the ski. pictures will be up soon. thank you!
The carb is the mikuni 44bm
