Default Clean bilge help

I've got a 2011 Yamaha VX Deluxe and after about 10 hours, I wanted to clean the bilge area. Gets a little oily residue. I sprayed some simple green down in the bilge (not the engine) and wanted to spray it out and the water won't come out. I opened the 2 screw ins at the back of the PWC and nothing is coming out.
I jacked up the front and still nothing. Does it have to be running and have a good bit of water in it to auto-pump it out?

Should I spray simple green in it, spray water in it and then hit the lake to pump it out.

The bilge pump only runs with the engine running, and for about 30 seconds after. You can hit the start button repeatedly just enough to get the pump to come on without the engine starting, but you may drain the battery. The drain plugs are too high to be any use unless the ski is really full of water.

My recommendation is suck it out with a wet/dry vac. That is what I do after a ride, and if you don't let water sit in there the bilge stays clean. You can also put it on a hose and run it, but the bilge pump will not remove it all.
