It will either be locked up in the pump (impeller corroded to the wear ring)=best case. Or the engine is seized=worst case, because you will probably need a new engine or at least a rebuild.

Pull the spark plugs, make sure the impeller turns freely (you may have to remove the pump or slide the engine forward enough to separate the coupler) then try again.

If it will not turn over with the plugs removed, and the impeller clear, time to go engine shopping.
