89 waverunner please help

i have a 1989 waverunner 500 im having problems with it it runs fine just sitting but when you try to give it gas it boggs down and goes about 5 mph and smokes what could it be please help me if you can

INlet needle valve not opening. Clean and rebuild the carb and fuel pump. Check compression and spark first, change/check plugs.
