I am familiar with breaking in with an engine. But what are the major don'ts.

Main question I have is, can and should I start the engine out of the water first or should I only start the engine when it is in the water for break in procedure? Basically making sure the engine starts before I put all the effort into putting it in the water.

Also when do you tune the carbs? Or should I just set those at 2 1/2 out from set?
