I have looked inside all the exhaust piping that has a water jacket and do not see any place it is innerconnected. If all the gaskets are good it seems you should be able to connect a hose and run water thru the cooling system with the motor off. Is this the case? If not can someone explain how water can fill the case if flushed with the motor not running.

Do NOT flush the engine from a hose without running the engine. The hose pressure will send water into the exhaust and from there it can get into the engine and hydrolock and/or corrode the engine. Running the engine generates an exhaust gas flow out of the engine, blowing the water out the tail pipe and prevent water from going into the engine crank or cylinder areas. Sequence: start engine - start water flow - end water flow - stop engine. Perhaps you have seen guys rev their engines a few times on the trailer after retrieval from the lake... this clears water out so it doesn't sit in the exhaust system during storage. Do the same after you flush it on the hose.
