Gelcoat or Paint?

My son hit the dock with our 2000 Yamaha XL700 and damaged the bow pretty bad.

I called a repair guy and he asked me "is it gelcoat or paint?"

Does anyone know the answer? The difference for a repair is about $500 he says.
