Being 16 I assume you want a fast 2 seater? You can get a nice Yamaha GP1200r or GP1300r for $3500. As well as a 2000-2003 SeaDoo RX.
You can also try looking for a 4 stroke 2004 SeaDoo RXP but it will be tough to find one for under $4000 that's not beat up.
State what your priorities are: Power, stability, fun to ride, 3 seat capacity? etc...

Don't buy the First Ski you see
Ok, I know you are anxious to get a ski and get out there. All I will say is look around good. In this economy you can find some really good deals by just being in the right place at the right time. I like the the four strokes for the trouble free hours of use. However if you like two strokes the late model XP Seadoo are a good bang for the buck. My friend just picked one up from EBAY for $1500.00, complete with mods. You have to know what to look for when buying used skis. Most importantly SEA TRIAL first.
