Looks like steam. White or white/blue smoke will smell like burning oil. Even if it is only steam, you shouldn't be getting it while on the hose. That indicates something is getting hot enough to evaporate water, or it was just extremely cold outside.

Restriction in the exhaust cooling jacket. Check all the hoses for restrictions, if they are clear pull the exhaust elbow from the manifold, there is a small hole in the bottom, make sure it is clear. That's what caused mine to overheat. Also check the elbow, and waterbox, make sure they didn't melt like mine did.
