Start with a compression check on all cylinders. A complete Power Valve failure will result in damage to the piston/cylinder and you will have to replace it. If you are seeing a compression drop on that cylinder then plan on pulling the engine and replacing that cylinder as a minimum. Sometimes metal falls down into the engine and does more damage, so a bad piston/cylinder could be the least of the problems.
