does a primer knob have a in and a out? mine does not seem to be working from either port. will not pull fuel or blow bubbles when put in fuel. how can I test if it is working correctly. it is a brand new one that I have never been able to get to work.

Yes it does, and primers do fail. The nipple that is on ~45' angle is
the input, and the straight nipple is the output.

Does your carbs still have a choke? Because primers are used to
help a hard starting engine to start. But a primer doesn't fix the actual
problem. Hard starting is a symptom of a carb problem.
