Sea-Doo taking on water

I took our 98 3 seater out this past weekend, and water was coming in through the impeller area. Attached are some pictures of the inside. I found this approx 2 inch rubber hose loose that had some sort of brass sleave inside it. They will slide up and down the shaft. Our nephew has had it out once or twice since last season.

What is this part? Is this the reason it was taking on water? Are there any instructions on how to fix it? What would cause this.

I did a search and couldn't find anything.
