Ultra 150 Front Compartment STUCK HELP

Hey,

My 2002 ultra 150's front compartment where the fire estinguisher goes is stuck and will only open about a 1/4 of the way. i think the hydrolic is frozen, but i want to see if anyone has any suggestions. i really dont want to come from the inside and take the hydrolic pump off the shell, and then take out the hydrolic to replace. let me know what u think! thanks!

front boot/weather

It looks like the front boot maybe have slid a bit, but it is still entact. Over the winter it is shrinkwrapped always, but during the summer while riding the nose does get wet, and im sure the hydraulic gets wet. How do i unfreeze it easily because i cant really get in there with a heat gun or anything?
