X2 Cooling

I just bought a '91 Jetski X2 and the previous owner had the water outlet from the head "pinched off a bit" so that the engine would not cool too much and cold seize. The tube from the exhaust is fully unrestricted though. Is this nuts? I would think they should both be fully open.
