2017 yamaha fxho rpm surging when wide open

When running wide open, the rpm will surge from 6500 - 7800, but when I put in low rpm mode, it runs smooth wide open at about 6500 rpm's. Also if I set the cruise, it will run smooth up to about 6700 rpm's. Anyhting above that and it jumps around. Has anyone seen this problem? Any help would be much appreciated.

Have ruled out bad fuel and spark plugs

Surging is normally a lean issue. It is caused by momentarily having enough fuel, then not having enough fuel. Could be water in the system, plugged filter, restricted supply line, bad pump, or bad tps.
Have you pulled the plugs to see how they're burning ?Check for any vacuum lines off or leaking. Did this start out of the blue, or after any modifications ? Might also have a load test done on the battery. A low amperage issue could be starving the pump and electrical system of necessary power.

This started out of the blue but when I ran it today, it started running like it was running when I had an injector crack on me last year. feels like it is not hitting on all cylinders. thanks for the input!
